NUSA DUA – The Minister of National Disaster Management Authority (BNPB) Doni Monardo delivered an idea in the event of the 9th International Conference on Building Resilience and 4th ITB Centennial International Conference on Disaster Management that is held by Bandung Institute of Technology (ITB) and supported by Hudderfields University – UK on January 13 – 15, 2020 in Nusa Dua, Bali.
Doni deliver the idea about disaster and pentahelix in disaster management in Indonesia. According to him, disaster is always related with every individual. Therefore, Doni stressed on that disaster is everyone’s business.
“All parties have obligation on collective awareness towards disaster,” Doni said on Monday morning (13/1) in Westin Nusa Dua, Bali.
Meanwhile, Penta-helix has a meaning as a framework in conducting and contributing something so the result will be optimized, particularly in a context of disaster management in Indonesia.
Penta-helix consist of five helix with its own function, interest and character. They are government, civil society, private sector, academia or expert and mass media.
“Prevention and natural disaster management, cannot be conducted by one party. In this context, pentahelix is an answer. Just to be adjusted, step of penta-helix in pre disaster, during emergency and post disaster. It is because a character of problems will be different and as well have a local aspect,” Doni said.
Besides, the value of synergy and mutual cooperation is a value that should be upheld in the archipelago. This is inseparable from the fact that Indonesia is a disaster-prone region. The value of synergy means that disaster management in Indonesia can take place effectively. While mutual cooperation, Doni conveyed through Penta-helix, the value must be pursued by various parties in accordance with their functions and capacities. According to Doni, the value of mutual assistance is purely the identity of the Indonesian people.
“I believe in if that (mutual cooperation) as soul therefore it will never fade. We just need to sharpen,” Doni said.
Doni considered that the spirit of mutual assistance contained honest, sincere and light understanding, carrying the same weight, being willing to sacrifice and selfless.
"Therefore, pentahelix in practice is the spirit of mutual cooperation," Doni added on one occasion.
In this 100th anniversary of ITB, Doni also said that one of the helix who plays a strategic role in disaster management is academics or experts. They play a role in conducting scientific studies or recommendations in disaster risk reduction.
"Learning from many catastrophic events, academics and experts from the Bandung Institute of Technology (ITB) also support efforts to reduce disaster risk," Doni said.
Doni also added that related to strengthening education, research and community service, starting from basic research on understanding risk, mitigation efforts to disaster preparedness, ITB is expected to be one of the pioneers in initiating the Tangguh Disaster College Program which was launched on January 25, 2019 then nationally.
